Heipa District Elderly Members

SPECIAL NOTICE: The next Heipa District Elderly Meeting has been rescheduled and will be held on August 08, 2021, at 10:00am before the Regular District Meeting to approve the August Elderly Birthdays.

According to the Heipa District Elderly Policies and Procedures:

The Heipa District Elderly are allowed one general welfare request per year, to be dispersed during the Elder's birthday month. The Elders must submit an application, the Heipa District Request Form, to the Heipa District Coordinator, along with a self-addressed stamped envelope before the end of their birthday month. The general welfare-birthday checks will be dispersed on the 15th of each month. On-Reservation Heipa Elders can pick up their birthday checks in person at the Heipa District Center. Off-Reservation Heipa Elders will have their birthday checks mailed to them, in the self-addressed stamped envelope they submitted with their application.

Effective January 1, 2019, the following benefits are in place:

Elderly members 55 years to 64 years will receive $50.00

Elderly members 65 years or older will receive $100.00

**NO EXCEPTIONS**

Heipa District Elderly must submit their completed application before the end of their birthday month to receive a birthday check.

Call for Election – Heipa District Constitution Amendments

The election for the proposed amendments to the Heipa District Constitution will be held at the Heipa District Center on August 14, 2021, from 7:00am to 7:00pm.

The proposed amendments:

1. Article VI – Powers, Section 2[b]

The Heipa District Revised Constitution and By-Laws currently reads:

To acquire, own, use, manage, lease and otherwise encumber, and to dispose of District property, of $500.00 of less both real and personal where ever situated. Any further approval for funding will come before district members at the next district meeting.

The proposed amendment to the Heipa District Revised Constitution and By-Laws would read:

Revise the Last sentence.

To acquire, own, use, manage, lease and otherwise encumber, and to dispose of District property, of $500.00 or less both real and personal where ever situated. Any requests for funding over $500.00 must include supporting documentation and be approved by the membership at the next Regular District meeting.

2. Article VII-Meetings Section 1

The Heipa District Revised Constitution and By-Laws currently reads:

The Heipa District shall meet on the third Sunday of each month.

The proposed amendment to the Heipa District Revised Constitution and By-Laws would read:

Add [a]

3. Article VII-Meetings Section 1 [a]

The Heipa District Revised Constitution and By-Laws currently reads:

[a] District Executives shall honor the request of any District member requesting a Special District Meeting.

The district member will contact:

(1) Chairperson

(2) Vice-Chairperson

(3) Secretary

(4) Treasurer

and, approved by a vote of three [3].

The proposed amendment to the Heipa District Revised Constitution and By-Laws would read:

Change [a] to [b]

[b] District Executives shall honor the request of any District member requesting a Special District Meeting.

The district member will contact:

(1) Chairperson

(2) Vice-Chairperson

(3) Secretary

(4) Treasurer

and, approved by a vote of three [3].

and, approved by three [3].

5. Article VII-Meetings Section 1 [a]

The Heipa District Revised Constitution and By-Laws currently reads:

[a] District Executives shall honor the request of any District member requesting a Special District Meeting.

The district member will contact:

(1) Chairperson

(2) Vice-Chairperson

(3) Secretary

(4) Treasurer

and, approved by a vote of three [3].

This special meeting will be advertised for seven [7] consecutive days by at least two [2] media choices.

The proposed amendment to the Heipa District Revised Constitution and By-Laws would read:

Delete: This special meeting will be advertised for seven [7] consecutive days by at least two [2] media choices.

[a] District Executives shall honor the request of any District member requesting a Special District Meeting.

The district member will contact:

(1) Chairperson

(2) Vice-Chairperson

(3) Secretary

(4) Treasurer

and, approved by a vote of three [3].

6. Article VII-Meetings

The Heipa District Revised Constitution and By-Laws currently reads:

The proposed amendment to the Heipa District Revised Constitution and By-Laws would read:

Add new section [c]

[c] The District Executives will set a date and time for the Special District Meeting and advertise by the SWO/Heipa Website, Heipa District Facebook, SWO Radio Station KSXW 89.9, but not limited to.

7. Proposed Amendment

By-Laws of the Heipa District Article I – Sec 4[d]

The Heipa District Revised Constitution and By-Laws currently reads:

[d] Will make a monthly report to the District and account for all transactions involving the disbursement, collection or obligation of District funds.

The proposed amendment to the Heipa District Revised Constitution and By-Laws would read:

[d] Will make a monthly financial report to the District and account for all transactions involving the disbursement, collection or obligation of District funds.

8. By-Laws of the Heipa District Article I – Sec 4[f]

The Heipa District Revised Constitution and By-Laws currently reads:

[f] The District books and record of the Treasurer shall be reviewed at least once each year by a certified accountant and at such times as the District may direct.

The proposed amendment to the Heipa District Revised Constitution and By-Laws would read:

[f] An audit of the District books and records of the Treasurer will be reviewed each year by a Certified Public Accountant. The District Treasurer will report the audit summary in February of each year at the Regular District meeting.

9. By-Laws Article I-Duties of Officials Section 4 Treasurer [g]

The Heipa District Revised Constitution and By-Laws currently reads:

[g] Treasurer will need to submit the financial report every month.

The proposed amendment to the Heipa District Revised Constitution and By-Laws would read:

Delete [g]

10. By-Laws of the Heipa District – Article I – Sec 4[h]

The Heipa District Revised Constitution and By-Laws currently reads:

[h] Will receive a stipend for meetings they attend for absent district board members.

The proposed amendment to the Heipa District Revised Constitution and By-Laws would read:

Change [h] to [g]

[g] Will receive a stipend for meetings they attend for absent district board members.
