Requesting sealed proposals for:

The Sisseton Wahpeton Oyate Vice Chairwoman's Office is requesting Statements of Qualifications from selected Experienced and knowledgeable newspaper publishers to assist the Vice Chairwoman's Office in publishing and managing the Sisseton-Wahpeton Oyate newspaper, Sota Iya Ye Yapi.

Background Information:

The Tribe desires to have a publisher produce and manage its newspaper. The publisher's responsibility is to put out a weekly newspaper on behalf of the tribes news.

The goals for the Sota Iya Ye Yapi are to; (1) provide a platform for Sisseton-Wahpeton Oayte members to exercise their freedom of speech; (2) an avenue where community activities and events are shared; (3) an exclusive and respectful resource where official announcements from tribal government are announced.

Statement of Work:

1. Assist with managing the Sota Iya Ye Yapi weekly newspaper on behalf of the Tribe.

The publisher shall strictly adhere to all written policies, rules and regulations of the Tribe presently in force or which may from time to time be established. Shall continue and maintain the Tribe's standards of quality for its weekly newspaper. The publisher owes fiduciary duties to the Tribe acting at all times in the best interest of the Tribe.

2. The publisher shall be subject to the supervision and direction of the Sisseton-Wahpeton Oyate Tribal Vice-Chairman, and the Tribal Council. Publisher duties shall include, but are not limited to:

a. Edit appropriate news content for each weekly edition of the Sota Iya Ye Yapi; design and layout pages; convert pages for transfer by PDF documents to central plant for printing.

b. Distribute weekly publications by U.S. Postal Service and by retail counter sales outlets on the Lake Traverse Reservation.

c. Create up-to-date summaries of the weekly Sota news on the internet;

d. Maintain account receivables, accounts payables, and provide necessary accounting records to the Tribal Vice-Chairman and Tribal Finance Department; and

e. Submit, in cooperation with Tribal Finance Department, annual FY budgets showing realistic projections of revenue generated by advertising, subscription and counter sales, costs of production and distribution, and Tribal (tax or other) subsidy required.

3. The publisher shall without bias uphold to the following:

a. Provide unbiased reporting;

b. Serve the public as an overseer;

c. Serve as a forum for public comment;

d. Demonstrate comprehensive reporting;

e. Make important news interesting;

f. Exercise personal conscience in reporting;

g. Allow for diversity of opinion;

h. Produce content quality; and

i. Hold accountability and transparency in high regard.

Information to Include in the SOQ:

Publisher responding to this RFP are to provide the following in their SOQ:

1. Project Understanding

a. Proposed Statement of Work

2. Qualifications

a. Identify and produce key qualifications.

b. Describe experience history working in the newspaper setting.

c. Grant Program/Funding Experience.

d. Relevant project experience.

e. Demonstration of managing a newspaper business.

f. Hourly rates.

Evaluation of SOQs:

The Tribe reserves the right to evaluate SOQs received in response to this RFQ in a way that best suits the interest of the Tribe and the project's schedule. While a definite schedule for the project has not been determined, the Tribe seeks to proceed with the project expeditiously and may choose to select a publisher for the project on the basis of its SOQ without soliciting proposals from other publishers.

All interested parties acknowledge that any Agreement executed and performed within the Tribe's exclusive jurisdiction is subject to the exclusive jurisdiction of the Tribal Court of Sisseton-Wahpeton Oyate of the Lake Traverse Reservation. All interested parties acknowledge that they must comply with the Sisseton-Wahpeton Oyate Ordinances: TERO Chapter 59 Requirements, Wage Rates & Compliance Plan; Business License Ordinance Chapter 53 and Tax Ordinance Chapter 67; and Chapter 75 Sex Offender Registration.
