The Sisseton-Wahpeton Oyate (SWO) is soliciting statements of qualifications from experienced architectural and/or engineering firms/teams interested in helping the Tribe prepare for the development and implementation of complex capital projects that might not occur without federal financial assistance.

The potential projects are likely to be subject to federal, state and tribal funding processes, and may involve local approval prior to commencement. The selected firm/team must have the ability to help the Tribe produce a “Preliminary Engineering Report” and an order of magnitude cost estimate. In addition, the selected firm/team must also have the ability to produce the required environmental reports, to be submitted to various Federal and State agencies as part of applications for federal grant and/or loan funding. The likely scope of services is described more fully in Section II below.

All submissions must contain the information outlined in this Request for Qualifications (RFQ). Only written proposals containing all of the requested information will be considered. All materials shall become a part of the proposal, and may be incorporated in any subsequent contracts between the SWO and the selected proposer.

To receive consideration, responses must be received no later than November 10, 2021, at 4:00 PM.


The SWO Planning Department is in need of a qualified professional engineering team to provide engineering, environmental, and right-of-way services relating to the design of various projects. Professional services may include, but not be limited to, the following: schematic design, design development, construction document design, roadway engineering, quantity calculations, environmental surveys, preparation of environmental documents, wetland delineation, preparation of permit applications, right-of-way engineering, utility coordination, hydraulic analysis, geotechnical engineering, topographic and boundary surveying, construction staking, and, potential add-on services to include construction administration (including but not limited to the projects associated with this solicitation), preparation of complete Plans, Specifications, and Estimates (PS&E).


The successful proposer will provide preliminary design, professional civil engineering, master planning, and consulting services associated with the preparation of necessary pre-applications and required documentation for federal grants; planning, procuring, and/or preparing necessary surveys, geotechnical engineering investigations, environmental reports, other field investigations required for preliminary design considerations; and development of design schematics.

The SWO needs to have this work begin immediately upon issuance of Notice to Proceed, in order to use the deliverables to support the SWO’s application for federal funding, which includes the production of a “Preliminary Engineering Report” described in Form ED-900C – EDA Application Supplement for Construction Programs (OMB Number 0610-0094) and an order of magnitude cost estimate. It is extremely important to recognize that the services sought under this RFQ is broad in nature to ensure that ALL aspects of the SWO’s application for federal funding, which may include an EDA ARPA Travel, Tourism and Outdoor Recreation grant application due in late 2021/early 2022.


To demonstrate experience, consulting firms/teams are being asked to submit a Statement of Qualifications (SOQ) containing the following:

a. Proposed Scope of Work or Work Plan

2. Staff Qualifications

a. Team Organization

b. Key Personnel Qualifications

3. Firm Qualifications

a. Firm History

b. Grant Program/Funding Experience

c. Relevant Project Experience

d. Demonstration of multi-discipline firm

The deadline for SOQ submittals is November 10, 2021 at 4:00 pm CST. All proposers shall submit five (5) hard copies of their proposal and one electronic version to:

The Tribe reserves the right to evaluate SOQs received in response to this RFQ in a way that best suits the interest of the Tribe and the project’s schedule. While a definite schedule for the project has not been determined, the Tribe seeks to proceed with the project expeditiously and may choose to select an engineering firm for the project on the basis of its SOQ without soliciting proposals from other firms.
