Proposal Guidelines: The SWO Emergency Management Services Program initially established the Sisseton-Wahpeton Oyate, Disaster Assistance Response Employees, known as the SWO DARE Team, prior to the Covid-19 Pandemic of 2020. DARE was put into the personnel policy manual in 2018, formally acknowledged a team of first response volunteers as the DARE Program in the Emergency Management Plan.
The DARE Program is seeking an individual and/or a business to provide evening and/or weekend disinfecting services at selected Tribal buildings in order to prevent the spread of the Covid-19 virus.
Outlined below are the buildings at which disinfection shall be completed, and the minimum expected services at each: Must have own equipment.
SWO Day Care/Little Steps – at least 2 – 3 times per week, spray approved disinfectant in the 5 rooms of the daycare, wipe all door handles with disinfectant as well wiping down all of the children’s equipment.
SWO House of Hope – spray approved disinfectant in all hallways and main areas in the building at least once per week.
SWO Warming House – spray approved disinfectant in all hallways, bathrooms and main areas in the building at least once per week.
SWO Halfway House - spray approved disinfectant in all hallways, bathrooms and main areas, as well as the meeting area, in the building at least once per week.
Dakotah Pride - spray approved disinfectant in all hallways, meeting areas and main areas in the building at least once per week.
Other buildings within the tribe, on an as-needed basis.
• Detailed scope of work plan with daily time schedule
• Whether the applicant is bonded
• A list of any disinfectants to be used
• Payment schedule
• Document for Indian Preference, if applicable
• Must have Tribal Business License
All bids must be sealed and submitted to the address below by 4:00 p.m. on November 19, 2021

All interested parties acknowledge that any Agreement executed and performed within the Tribe’s exclusive jurisdiction is subject to the exclusive jurisdiction of the Tribal Court of the Sisseton-Wahpeton Oyate of the Lake Traverse Reservation. All interested parties acknowledge that they must comply with the Sisseton-Wahpeton Oyate Ordinances: TERO Chapter 59 requirements, Wage Rates & Compliance Plan, Business License Ordinance Chapter 53 and Tax Ordinance Chapter 67; and Chapter 75 Sex Offender Registration.
